11g R2 Availability for Windows

It appears from the certification guide that Oracle only plans to certify 64-bit Windows for Identity Management 11.1.2 (R2).   Further, there isn't a R2 download on the software delivery cloud for Windox x64. 

We use 32 bit machines for evaluation of new versions.  Does anyone know if there are plans to certify on 32-bit Windows and/or make a software download available for 32 ro 64-bit Windows (7, not server).
