IEX: Scoring Engine Harness doesn't change Transaction Status to Delinquent

When we run the IEX: Scoring Engine Harness  for the operating unit with the Delinquency Status Determination Scoring Engine it is not updating the Transaction Status to Delinquent. Can you please let me know the step which is missing?
