Slow performance for ftp transfers

Hi all!  We are upgrading a client to 8.52.08 and we noticed that ftp transference is slower now. Is really strange, because I tried trough command line, and I could transfer the file really fast. When I try from the Peopletools utilities, I got a really bad performance. Any ideas? Could be something in the setup of appserver? Is there a way to limit the bandwidth? I'm not aware of any way to do that through peopletools or PIA.
