Archiving PDF : the PDF/A format

Peoplesoft generates PDF reports that are Acrobat 5 compatible ( or 1.4 version). But regarding archiving standards all PDF reports need to be PDF/A compiant.

Is there a way to convert PDF Peoplesoft Report to PDF/A report using a PS java libray ?
