EBS with SSO11g - user status question

Hi experts,

During the integration  EBS R12 with SSO ( OAM11g),  the users are provisiioned  to EBS R12.   If the user does not exist in the  EBS, it  provisions the user with status "external".   If the user exist already  and provisioning linkes that user with OID user ( same userid), then this shows as "active"user.  Is this expected behaviour.   It works for us  here becuase this user can login both locally and via sso.   Any thoughts or anyone experienced this.   Can anyone explain what is happening here and is there any issues with this.
