Promotion retail must be less than the basis retail

Hello,

I am trying to execute a location move in RPM and the location move fails with the "Promotion retail must be less than the basis retail" error. I tried looking in the ops guide as to what the error means and was not able to find anything in there. Can someone please help me out?
