Can XML Publisher in PeopleSoft 9.1 create a PDF output that is editable?

We are fairly new to XML publishing and want to start using it more as an alternative to SQR's and Queries. A user has requested a XML Publisher report with PDF output but wants some fields editable on the resulting form.

We want to run a query to XML Publisher process that captures some Recruiting values for an applicant that were gathered during the application, list them in the ensuing PDF and create empty boxes for the candidate to add more info not initially solicited.

Think of it as a Phase 2 screening process.

Here is the thought process. Our recruiters want the on-line applcation event to be as short as possible. We want to only ask the additional questions of serious contenders. So we want to defer SCREENING type questions till right before the candidate moves to a ROUND 2.  So their thought was to generate a PDF to email the candidate and hav them add content and email the PDF back.
