Restore of OID database after Top object class went missing. Recreated the class

We get an error whether modifying a user via ODMS or OIDDAS stating all mandatory fields must be completed.  It appears the mandatory fields are present.  Can anyone see if I need to do something else to the OID to get this working?An ldapmodify also does not work.
