Permission List Timeouts and expire.html

For some reason, when a user has a permission list timeout shorter than the webserver timeout, the webserver timeout still shows up on the expired page.  I'd like to configure the system to show the timeout as being the permission list timeout if the permission list timeout is shorter than the webserver timeout.   Can someone point me in the right direction?
