How EB Tax and India Localization tax works in R12.1.3...?

 Hi,
We are on upgrade process from 11.5.10.2 to R12.1.3 and would like to know 

1. Is it mandatory to have EB Tax if we have India Localization.
2. Currently we have not done any rigorous testing in R12.1.3 but would like to know what are the things needs to be tested with respect to taxes and the accounting entries while upgrade.
