Working
1. Created a Change Order
2. Modified UDA values and submitted
3. Change Order sent for approrval to User
4. Approved the change order from WF Administrator
5. Pre-Implementation in ECO implementation is triggered successfully
6. "Pre-Implementation in ECO implementation" triggers "Engineering Change Order Implementation" concurrent request

Issue
1. Created a Change Order
2. Modified UDA values and submitted
3. Change Order sent for approrval to User
4. Approved the change order from User's workflow notifications
5. Pre-Implementation in ECO implementation is not triggering
