Users in oid not syncing into EBS fnd_user table provisioning type=1

 Hi ,
I have set up the SSO environment and integrated an EBS R12.1.3 with this. My SSO setup is done with all 11g FMW components(OHS 11.1.1.5,WLS 10.3.5,OAM11.1.1.5.1,webgate 11g and ebs accessgate 1.1,IDM 11.1.1.5)

I have configured DIP so that users from AD are sync to OID. And enabled a plugin for external password authentication in AD.

Now almost all users from AD are sync to OID. But none of the user from OID are syncing to EBS fnd_user table  as i have registered EBS instance with provision type=1.
As a result i am unable to login to EBS home from the sso common login screen.
