Questions about PeopleSoft Update Manager

I have a few questions about the unreleased PeopleSoft Update Manager tool from 8.53. 

From what I have read, it appears customers can use the tool to selectively apply fixes without having to apply complete bundles/maintenance packs.  For instance, if I am bundle 3, and there is a fix from bundle 5 I need, the tool will allow me to apply the delta related objects I require to apply the fix from bundle 5.  And while I understand the motivation for why Oracle is trying to provide this type of functionality, this method of applying maintenance means that every customer that is cherry picking fixes will have unique installs.
