Will "LDAP User Delete Full Reconciliation" remove a user in OIM when the user still exist in OID ?

I have a fusion application environment where LDAP Sync is enable for OIM, one day, we found out there were few users got deleted from OIM, but those users are still exist in OID.One suspicious activity was:   the reconciliation job "LDAP User Delete Full Reconciliation" was turned on to run every 20 minutes in OIM.  Will that be the root cause for my issue ?

What I understand is:  the reconciliation job "LDAP User Delete Full Reconciliation" will only delete user in OIM only if the same user is deleted in OID, is that right ?

Then what could be the root cause for "user got deleted in OIM, but still exist in OID" ?
