Workflow Mailer Java Error

We've been seeing these issues popup in the Workflow Mailer log but I haven't been able to figure out what this error is and what is causing it. We'll see these errors sporadically but when we do we'll see a huge spike in workflow notifications that back log and take between 15 - 30 min to completely process. Is anyone familiar with these errors? Note: I've changed the names and company.
