Steps to Implement - How to send a link on the email that to External approvers(Non-Peoplesoft Users

Can somebody explain the Steps to send an Email Notification to an External User/Approver(Non-Poeplesoft User) which send an URL or Hypelink from Peoplesoft such that once they click the URL which should navigate them to the Intended component in Peoplesoft.

To be more precise :Is there a possibility of having the link on the email that we send to External approvers(Non-Peoplesoft Users), once approvers click on the link which will take them to billing worksheet through LDAP and approve the Temporary Bills created in Billing worksheet.

Is there any step by step document with screenshots for the same which is either available for Billing or been implemented for some other module which can be applied for Billing Approval.
