Service Component Container is not Running' when Trying to Start Workflow Components

Hi
Im running on RDBMS : 9.2.0.6.0 & Oracle Applications : 11.5.9...
I get Service Component Container is not Running' when Trying to Start Workflow Components... I have tried the note ID 733335.1 with no success, the in target process there are three but in the actual ones only one (Workflow Agent Listener Service and Workflow Mailer Service are down), when I click to start or restart the status remains in standby and the log always appears empty.

Hope you can help me.!
