The Process Scheduler & Report Distribution Install & Troubleshooting Advisor has been published: Note 1499759.1
This advisor provides a step by step walk through of the settings required for the Process Scheduler & Report Distribution when installing or upgrading PeopleTools.  In addition, it includes sections for PeopleTools 8.5x for which there are new configurations that must be set in place before the Process Scheduler will run properly.
