Oracle WF Builder Client on windows7 64 bit

Hello All,

I am trying to install the WF builder Client on my new Windows 7 pc -64 bit configuration.
I downloaded patch - 6970344 as per the MOS Doc and extracted the files. I reset the compatability node as per the note . but the setup.exe does not launch itself. Will you be able to guide me as to how to install this ?
Any help is appreciated.
