WF Customization vs. Supported changes

What criteria determines if any WF changes are considered a customization vs. changes supported by Oracle?

Is there a document that describes WF do's /don'ts. 

We need to modify some WF's.  Easy changes are just changing the text in the notification or changing the flow, while another change is needed to default any payroll pay increases to the 1st of the month. 

We want to be sure that whatever changes we do are supported by Oracle.
