Re-evaluate access based on provisioned resources? (OIM 9.1.0.2)

Could Oracle Identity Manager 9.1.0.2 automatically re-provision access for users based on their provisioned resources?  For example, say a user has an Active Directory account and an AD (connected) resource in OIM but no user groups (which would have any policies with the AD resource).  If someone removes the user from the AD group directly within AD (not through OIM), could OIM automatically add the user's AD account back into the AD group?  (We don't want this to happen; we're just trying to determine if OIM might have added a user back into a particular AD group.)
