The "IEX Xml Generated and Delivery" concurrent request doesn't spawn automatically as part of "IEX:

I have setup a new instance of Advanced Collections but I am unable to get the "IEX Xml Generated and Delivery" concurrent request to spawn automatically as part of "IEX: Strategy Management" concurrent request when a strategy with an automated email is assigned.  This was working in a previous instance and I thought I had replicated the setup in this new instance.  The instance where this was working has since been refreshed so I'm unable to compare the two instances.  For the new instance where I am having this problem I had set the profile options that I think govern this process to
