Customise OIF login page

 I would like to customise the OIF login page and use an error page instead (OIF login screen is not meant to happen for users) and I would like to know how to do so. I have check document id 1262858.1 for instructions, but i could not find the web.war file in the location specified nor under deployments section of weblogic console.
Could you please assist?
