Help up Bulk Updates OIM 11g R2

 We have migrated to OIM 11g vR2 and starting to move Instances off of our legacy system (not OIM). My question to the community; what would be the best way to do bulk updates to OIM users. We have to attach to existing users in OIM the instance (disconnected) they are already provisioned to in our legacy system. As well as updating existing users Organization.

I have looked into http://docs.oracle.com/cd/E27559_01/dev.1112/e27150/bulkload.htm#CHDHIAEJ but because all it talks about is load we had an office discussion whether it will update as well. Clarification would help.
