Upgrade from fin 9.0 to fin 9.1 both on peopletools 8.51.18

 I've been trying to find out what my options are to take Financials from 9.0 to 9.1.  I also have a requirement to stay on peopletools 8.51.18.  What are my options for upgrade?  Feature pack 2 is out due to the requirement for 8.52. Not sure if FP1 could be used or not after reviewing 1300191.1.  It looks like the preferred path is also 8.52 but a little further down there is a "Certified Upgrade Path" section that lists 8.51.06 as a minimum requirement for tools.  Also I think I saw something about installing the fin 9.1 version before the feature
