Why someone can not get e-mail notification from Oracle EBS for PR and PO approval,but I can get it.

 I can get e-mail notification from Oracle on demand EBS is there are PR or PO need me to approve,but some managers tell me he can not get any e-mail notification,they need to log into Oracle to check if notification from PR or PO responsibility.
First, I check their user account,and found the e-mail field is empty, but after I help them updated e-mail address, they still can not get any notification,Is there any other setup I need to follow,but interesting is I can get notification.
