Why do we get Ap Server is Down Error intermitently in Integration Broker

We have a dedicated IB domain.  Occasionaly we get messages dropped.  The third party systems shows that it was sent successfully, but it does not make it into PeopleSoft.  Have seen that they make it to the Gateway but we have an error on the Gateway saying the ap server is down.  We reboot our appserver every night at 3:00 AM, and the messages are not failing at that time.  The recycle counts in the config file is set to 0.  None of the appserver log files show any errors around the time that this happens. 

The error message in the gateway log is:
