Test Framework no values in script on prompting fields and IE 9

We are having an inconsistent issue with Test Framework.   The values in the script are no being captured.   It appears the prompting is not working.  We are not sure if it I.E. 9   or net framework version currently 4.0.   Seems to work O.K on 2008 server with IE 8.  This is a mystery.   Also,  we are using Test Framework 8.51.21  even though we are at tools level 8.51.10 . This was working an all of a sudden it is not.

Because we went with IE9 earlier this year we customized the signin.html to get around the browser version error/warning we were getting in our Tools 8.51.10. The customization was not handling lanuage cd correctly.  After putting back the old signin.html that comes with tools 8.51.10  PTF works providing values.  However, we get the warning/error back telling us that our browser is not the right version.  It is a warning and you can continue through the error.  What we need is the new signin.html that handles IE9 without any version error.  This way we get a smooth login.  Does anyone have
