DB and Apps Upgrade

Happy new Year everyone,
We are planning to upgrade our Oracle Retail application version from 13.0.2 to 13.1.x.x.
And its database version from 10g to 11g.

We are struggling on what kind of approach we're going to follow, its either upgrade first the application then upgrade the database  or upgrade the database then application.
Which is which?

If our oracle application version is not supported already  and we want it to upgrade to the supported version, can oracle support assist us during upgrade? 

Or anyone can share the best practice approach on doing so...
