reqext generating wh to store transfers when there is no wh stock

 Hi has anybody experienced the above scenario whereby request is generating WH to Store transfers even thought there is no wh sttock (and hasn't been for several months) ?
We have checked for subsititute items etc. but cannot see what it thinks there is WH stock available.

This is in RMS 10.1.12
