why does PeopleCode findfiles function not work in 8.52 on Windows

We have a custom process that changes the name of a file and moves it.  This process uses the PeopleCode findfiles function to get the files.  This process works in PeopleTools 8.50, but in our 8.52 testing, the process does not work.  It turns out the findfiles function is not finding the files.  I have adjusted the code to use a literal rather than the variables it was previously using, and it still does not find the file.  I switch the file to our unix box and change the literal to be the unix location, and it finds the file.
