PUEP89IMP.dms - Importing Upgrade Setup Data- step while performing application only upgrade

Hi,

We are performing appliction only upgrade from FSCM 8.9 to FSCM 9.1. There is a step called importing upgrade set up data which asks for running PUEP89IMP.dms. It uses PUEP89EXP.DAT as input file with REPLACE_ALL command. I think it only creates 4 tables and 4 indexes and imports no data into the tables. The step name importing upgrade setup data confuses me, if there is no data to be imprted. Is it a step to only create the below 4 tables and its indexes? The table names are as below.

PS_UPG_AR_CONV_TBL
PS_UPG_PGM01
PS_UPG_RE_BUCAL
