PeopleTools System Database Product Feature in PT 8.52 Install

I am installing PeopleTools 8.52 and am confused about the feature called "PeopleTools System Database".  It states that this feature allows developers to create custom PeopleTools applications outside of the delivered PeopleSoft Application.  Does this mean that this option is needed to customize a PeopleSoft application in any way (e.g., adding new tables with HCM) or does it mean this option is only for developing an entirely new and separate application?
