Menu Presentation - left side versus across the top

I previously worked on an Application 9.1, Tools 8.51 system where the menu in the online system was presented across the top.  My teammates have also seen demos where this is the look of the application, but are not sure what the releases were used in that demo (it was back in 2010).

 

I am currently working on an Application 9.0, Tools 8.49 system where the menu is down the left side.  We are working on an upgrade to Tools 8.52.  We have run the rel scripts on our copy of production environment to be at the new tools release and completed all the known steps.  When we log into the online system, the menu is still down the left.  We were expecting that this tools upgrade would make the change to put the menu across the top.  Was that an incorrect expectation?  Is that controlled by the application release and not the
