Is VAT Region Manadatory for all departments?

Is it mandatory that all VAT regions need to be assigned to all departments.  When we created a new VAT region we got a message " This new Value Added Tax (VAT) Region must be associated with all existing departments through the VAT maintenance form under the Merchandise Hierarchy dialog". 

Cannot find any documentation indicating this?
