Installing PeopleTools 8.52 demo database. App engine program UPGPT848IBUG aborts Unrecoverable Erro

I am trying to install an Tools 8.52.13 demo databse. Application FSCM 8.9. I am on Task 7-1-11 in the Install and Admnistration Gudie for Oracle. Task Name is: "Creating Integration Broker Objects". Page 208.

We are on Tools 8.52.13 FSCM 8.9  MP11

The error is documented for an older version of tools doc id 11408679. I need the same fix for tools 8.52

The UPGPT848IBUG app engine program gives error: "Abort Terminating process"
