COMMONEX-00003 : Unable to connect to LDAP server

Hi,

When customer does manually

./ldapbind -h IDMHOST1.us.oracle.com -p 3060 -D "cn=oimAdminUser,cn=systemids,dc=us,dc=oracle,dc=com" -q
it is successful but during Fusion Applications Release 5 : Error during the French translation's installation

 [apps] [ERROR] [] [oracle.apps.ad] [tid: 17] [ecid: 0000JixpzID0nnMpmKP5iZ1Gp71B000008,0] CFGLOG-00169 : Validation step "Policy Store" failed.[[
oracle.patchset.common.exception.PatchsetException: COMMONEX-00003 : Unable to connect to LDAP server.
Cause : The LDAP server is not accessible.
Action : Check if the policy store is accessible.
----

Any idea why LDAP server is not accessible during the patch application.
