I've posted an update to the attachment on
E-ORA Advice for the PeopleSoft Oracle DBA 1445965.1

This update includes editorial changes and, most significantly, changes regarding histograms in 11g.  Oracle Server Tech Support (the RDBMS support team) has evolved their recommendations regarding the use of histograms in Oracle 11g, saying that real world feedback indicates that the benefit of using histograms in Oracle 11g outweigh their liabilities.  As such, I've updated those recommendations in the document.
