Proxy User Creation don't call custom plug-in

Hi All!
I have developed a plug-in that contains a validation handler and a Post Process Handler. This plug-in is properly called for every operation that is done on IOM, but is not called when the user is creating a proxy user.
The error returned in log is: 

<Notice> <Stdout> <BEA-000000> <<31-gen-2013 12.14.25 CET> <Error> <oracle.iam.configservice.impl> <IAM-3020003> <The attribute PROXY_NAME not exist.>>

Can anyone help me?
