What query to run in the database, in order to know if the Tao tables are locked by failed processes

If by any chance, all the TAO tables are locked by failed processes, then the base table will be used. Base table can be used by multiple AE programs running in parallel. This will lead to performance degradation of the AE program.
What query to run in the database, in order to know if the Tao tables are locked by failed processes?
