Configure OAM 10g with codification utf-8

Hi I need to configure OAM 10g with codification utf-8 because when make sign-to an application web, the name of the user that contain character specials like: ñ or  ', displays bad.

Somebody can me how configure utf-8 for OAM 10g (oblix)??
If the configure is in the Access Server or WebGate or both??

UTF-8 Encoding

UTF-8 encoding and support is provided automatically, whether you have a new 10.1.4 installation or upgrade an older installation to Oracle Access Manager 10.1.4. You do not need to make any changes to your environment. As with previous releases, data in the directory server is stored with UTF-8 encoding.
