HCM 9.1 setup.bat File will not start on Windows 2008

I am installing a new installation demo environment for HCM 9.1 PT 8.52.13.  I have already installed the PeopleTools PS_HOME and am now ready to install HCM 9.1 into the same PS_HOME.  I downloaded and unzipped the application and am trying to get setup.bat to start the PeopleSoft Installer on Windows 2008 (64-bit), but it fails to start.  I had no trouble starting the PeopleSoft Installer with the PeopleTools setup.bat file.  I tried the running as administrator option on the file itself and also when opening a cmd prompt to try to run it that way and neither method works.  I downloaded the
