User id should not be editable

Hi ,

 we are using OIM 9.1. when I am trying to control the attributes of user id (I.e User id should not be editable) from FormMetaData.xml. But not getting desired result. after that  Existing user id is not  editable but at same  time on Create user form, i am not able to insert any value in User id  field.
