Ghost Jobs on PSNT

We are currently facing a perplexing issue in our environment. We are on Financials/SCM 8.40.01.000 and Tools 8.43.17. Intermittently we are getting duplicate jobs being kicked off - these are scheduled jobs with same run control id. Typically the duplicate (or ghost job as I call it) fails. However we are getting the same POs dispatched twice by email now, so its more serious. I should mention that at one point we had configured both PSNT and PSNT2 but shut down the latter becuase jobs were failing as they switched from one server to the the other. We have cleared
