Delinquent Customers not refreshing

Hi
We are upgrading to 12.1.3- The collector's work queue for delinquent customers is not refreshing even after running the Refresh AR tables program.There is data in the tables AR_TRX_BAL_SUMMARY and  IEX_DELINQUENCIES_ALL.  The delinquent transactions are getting refreshed. 11i instance is showing expected data for delinquent customers and transactions both. Any idea what might be missing?
