OID component not available in RCU install

Running RCU 11.1.1.6, seeking to install OID and OVD in a new WLS domain. In RCU under Identity Management, the Oracle Internet Directory (OID) component is grayed out and unavailable to install. Any ideas on why this happened? Any recommendations on how to fix?
