SSO and ip-check

Hi!
I have uncheked setting "Verify IP addresses for requests made to the Single Sign-On Server" in my SSO 10.1.4.3 server.
But some users complain that if they accessing to application with mobile connection when ip-address could be changed for serveral times than they see error  "Access denied"(I think this error occurs because SSO server can't check cookie integrity).
Could setting DefaultAuthLevel = LowSecurity help to bypass this error?
