Does PT8.53 upgrade require Application install?

Hi I am a newbie trying to upgrade our FSCM,HCM(9.1) from PT8.51 to PT8.53, it will be PT only upgrade.  I am in process creating a demo environment with downloaded software from eDelivery. Following the instruction from 'PeopleTools 853 Installation for Microsoft SQL Server', I have installed the SQL Server 2012 client, JDK, Weblogic, Tuxedo, PT853 and Verity, I am stuck on part 'Task 4-5: Installing PeopleSoft Application Software' in the document (Page 180), since I am doing PT only upgrade why do I need to install the Application software? Also the document mentions launching installer from PS_HOME/disk1, which I
