PeopleSoft AppServer error: CMDTUX_CAT:1098: ERROR: Can't create queue

We're in the process upgrading our environment to PT8.53, we created a CLEAN demo environment (Window server 2008 -64bit with SQL Server 2012 client) and install all required software, after the DB is created I setup the AppServer and try to start, I am getting this Tuxedo related error:
