App Desinger and Cystal Crashes for query fails for one specific user

I have this query and tried to run in PIA Query Manager,App Designer 2 tier query Manager and Crystal Manger

for PIA it kicks out of Peoplesoft

App Designer Query Manger - it crashes

Crystal Designer - it crashes

The query has a prompt for OPRID and BUSINESS UNIT and it fails for one specific user for all other users it works fine.It works fine if we clone the ID for example ssanderson to ssanderson1 the query works fine.Again rename ssanderson1 to ssanderson it fails.This is very strange can any one of you help us to resolve this issue?
